“I thank the Ranking Member for yielding. This Republican budget, as I've said before, is an exercise in how not to achieve fiscal sustainability. 

“Thank you, Mr. Speaker. Never again. We intone those words: never again. We intone those words because we have seen horror and felt guilt that it happened on our watch. And so we say never again.

"Thank you for being here. We talk in Washington about big numbers - billions, millions - of people. Too infrequently we talk about individuals, the Stans, the Veras, the Lisas of America that our actions affect immediately and directly on a daily basis.

“Madam Speaker, this bill and the other two House bills we will consider this week were put forward, in my opinion, to fill time. Yes, they are unifying issues on the Republican side of the aisle, Madam Speaker, but they're not pressing. Even if they were good policy, they're not pressing.

Two years ago today, the Affordable Care Act was signed into law. It was a major step forward in our efforts to provide access to affordable health care to more Americans. Today, millions of Americans are already seeing the benefits.
