Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received from the White House on July 20, 2017, at 5:14 p.m. a sealed envelope to contain a message from the President whereby he submitted a notice continuing the national emergency with respect to significant transnational criminal organizations.
2:03:38 P.M. The Speaker laid before the House a message from the President transmitting a notification stating that the national emergency with respect to transnational criminal organizations is to continue in effect beyond July 24, 2017. This message supersedes the notice regarding this topic submitted to the Federal Register on July 19, 2017. - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 115-57).
