This morning, Majority Leader Steny H. Hoyer (MD) appeared on ABC's “Good Morning America” to discuss moving toward passage of health insurance reform. Appearing with Republican Whip Eric Cantor (VA), Leader Hoyer condemned Republican hypocrisy on process and pointed to their long record of using the same procedure to pass legislation.
“This is a procedure that was used almost 100 times under Newt Gingrich. And over 100 times by Speaker Hastert, which Mr. Cantor supported, most of the time, if not all of the time. This is not an unusual procedure…. The process that the Republicans used 72% of the time that it's been used.”
“Steny is right. The rules of the House allow for this deeming provision. It's called a self-executing provision, which means that once the bill, the rule for the next bill passes, the Senate bill automatically is deemed as having passed.”
