WASHINGTON, DC - House Democratic Whip Steny H. Hoyer (MD) today announced two new additions to his staff. Thomas Mahr has been selected as Policy Director, and Javier Martinez will be joining the staff as Deputy Director of Member Services and Outreach Advisor.

“I am pleased to welcome Tom Mahr and Javier Martinez to my staff,” said Hoyer.  “They bring with them to their respective positions years of experience and valuable insight that will help House Democrats develop the best solutions to our nation’s most pressing challenges and communicate them to a wide range of constituencies.  I look forward to working with them both.” 

Tom Mahr brings over a decade of experience as Legislative Director for Senator Kent Conrad, managing a legislative staff and advising him on policy and strategy.  Before becoming Senator Conrad’s Legislative Director, Tom served as his Legislative Assistant, covering a broad range of issue areas, including the budget, health care, financial services, trade, and national defense.  Tom holds degrees from Cornell University in mathematics and history, and a Masters in Public Affairs degree from Princeton University.  Tom’s extensive policy experience and his knowledge of the legislative process will be a tremendous asset to the Whip’s office and to the Democratic Caucus.  

Javier Martinez joins the Hoyer office after serving as the Deputy Director for Legislative Affairs for the National Council of La Raza, where he was responsible for building bridges between policymakers and the Hispanic community.  As Deputy Director for Member Services and Outreach Advisor, Javier will play a similar role helping to ensure that House Democrats maintain strong relationships with constituency groups throughout the country.  Javier, a U.S. Army veteran and member of the U.S. Army Reserves, previously served as a professional staff member for the House Committee on Veterans Affairs.  He began his career on Capitol Hill as a Legislative Assistant to Rep. Silvestre Reyes.  Javier is a past president of the Congressional Hispanic Staff Association as well as the Congressional Military Service Members and Veterans Association, and he was a member of the Congressional Asian Pacific American Staff Association.  He will be joining a Member Services and Outreach team that includes Director of Member Services and Outreach Chris DeBosier and Deputy Director of Outreach and Member Services Advisor Courtney Fry.
