House Meets At: First Vote Predicted: Last Vote Predicted:

10:00 a.m.: Morning Hour
12:00 p.m.: Legislative Business

Fifteen “One Minutes”
After 1:00 p.m. ???

Possible Consideration of H.Res. 361 – Martial Law Authority Rule – Waiving clause 6(a) of Rule XIII (requiring a two-thirds vote to consider a Rule on the same day it is reported from the Rules Committee)(Rep. Sessions – Rules)(One Hour of Debate). This resolution waives the requirement of a two-thirds vote to consider a rule on the same day it is reported from the Rules Committee. This would apply the waiver to any Continuing Resolution or debt limit-related bill reported from the Rules Committee through the legislative day of September 30, 2013. It also allows for H.R. 2642 – The Farm Bill and H.R. 3102 – Increasing Hunger in America Act to be combined for the purpose of going to Conference with the Senate.

This Rule would allow the Republicans to make last minute changes to the Senate passed Continuing Resolution or bring a debt limit bill to the Floor without allowing Members even 24 hours to read it. This is an abuse of process, despite repeated promises from the majority of at least 3 days notice before voting on any legislation. Members are urged to VOTE NO.

Further Consideration of H.J.Res. 59 – Continuing Appropriations Resolution, 2014 (Rep. Rogers (KY) – Appropriations)

Suspensions (2 bills)

  1. H.R. 3204 – To amend the Federal Food, Drug, and Cosmetic Act with respect to human drug compounding and drug supply chain security, and for other purposes (Rep. Upton – Energy and Commerce)
  2. H.R. 2848 – Department of State Operations and Embassy Security Authorization Act, Fiscal Year 2014, as amended (Rep. Royce – Foreign Affairs)

Postponed Suspension (1 bill)

  1. H.R. 2251 – To designate the United States courthouse located at 118 South Mill Street, in Fergus Falls, Minnesota, as the “Edward J. Devitt United States Courthouse" (Rep. Peterson – Transportation and Infrastructure)

The GOP Leadership has announced the following schedule for Sunday, September 29: The House may meet for legislative business and there may be votes. Timing and the legislative schedule will be announced as it becomes available.

The Daily Quote

“If the government shuts down, it’s not what you think it would be… I have actually experienced that. If anybody creates a process where our military doesn’t get paid, and their families, they’re going to make an enemy… of me for life… At the end of the day, they’ve got to decide what kind of role they want to play. I’ve got to decide what kind of role I want to play to grow the Republican party and to save the country… I thought the choice of making Democrats strip out defunding Obamacare was a really good approach to show the differences between the parties, but the idea that the Senate Republicans would shut the government down until everybody bent to our will never made a whole lot of sense to me.”
