**Members are advised that following “One Minutes,” the House is expected to recess until 3:30 – 4:00 p.m. to accommodate the Democratic Caucus with President Obama. Following the Democratic Caucus, the House will reconvene and debate the Rule providing for consideration of H.R. 803 .
**Members are also advised that today, the House is only expected to consider the Rule for H.R. 803. Tomorrow, the House will complete general debate and consider the amendments to H.R. 803.
H.Res. 113 – Rule providing for consideration of H.R. 803 – SKILLS Act (Rep. Foxx – Education and the Workforce/Judiciary/Agriculture/Veterans’ Affairs/Energy and Commerce/Transportation and Infrastructure) (One Hour of Debate). The Rules Committee has recommended a structured Rule that provides for one hour of general debate equally divided between the Chair and Ranking Member of the Committee on Education and the Workforce. The Rule allows 5 amendments debatable for 10 minutes equally divided between the offeror and an opponent. The Rule also makes in order 1 amendment in the nature of a substitute, debatable for 20 minutes, equally divided between the offeror and an opponent. It allows one motion to recommit, with or without instructions. It also waives all points of order against the legislation. The Republican Majority rejected a motion by Mr. Hastings of Florida to consider H.R. 803 under an open Rule. Members are urged to VOTE NO.
