H.Res. 328 - Rule providing for consideration of both H.J.Res. 68 - Authorizing the limited use of the United States Armed Forces in support of the NATO mission in Libya (Rep. Hastings (FL) – Foreign Affairs/Armed Services) and H.R. 2278 – To limit the use of funds appropriated to the Department of Defense for United States Armed Forces in support of North Atlantic Treaty Organization Operation Unified Protector with respect to Libya, unless otherwise specifically authorized by law (Rep. Rooney – Armed Services) (One hour of debate). The Rules committee has recommended a closed Rule that provides for consideration of both H.R. 2278 and H.J.Res. 68.
For H.J.Res. 68, the Rule provides one hour of general debate with 40 minutes equally divided between the Chair and Ranking member of the committee on Foreign Affairs and 20 minutes equally divided between the Chair and Ranking member of the committee on Armed Services. It allows one motion to recommit, with or without instructions. It waives all points of order against the bill.
For H.R. 2278, the Rule provides for consideration of the legislation if called up by the Chair of the committee on Armed Services. H.J.Res. 68 - Authorizing the limited use of the United States Armed Forces in support of the NATO mission in Libya (Rep. Hastings (FL) – Foreign Affairs/Armed Services) H.J.Res. 68 is an authorization for the ‘limited use’ of force in Libya. The resolution specifically clarifies that Congress does not support the deployment of ground troops, except in instances of imminent danger. It directs the president to report to Congress on its actions pertaining to Libya, and calls for an explanation of the president's legal and constitutional rationale for conducting military operations in Libya consistent with the War Powers Act.

Rooney – Armed Services)H.R. 2278 clarifies that unless specifically authorized, none of the funds appropriated or otherwise available to the Department of Defense may be obligated or expended for United States Armed Forces in support of NATO Operations in Libya, except for non-hostile actions including search and rescue; Intelligence, Surveillance, and Reconnaissance (ISR); aerial refueling; and operational planning.
