In 2000, Congress passed the National Law Enforcement Museum Act, which authorized the development of plans for and the construction of a museum to honor the nearly 20,000 local, state, and federal law enforcement officers who have fallen in the line of duty since 1791.

House Democratic Whip Steny H. Hoyer (MD) joined Congressmen Emanuel Cleaver (MO-5), Gregory Meeks (NY-5), Danny Davis (IL-7), Peter Welch (VT), Steve Cohen (TN-9) and Bobby Rush (IL-1) to commemorate the 20th anniversary of the Rwandan genocide.  

On April 7th, 1994, Hutu militias ordered the country’s Hutu majority to exterminate the Tutsi ethnic group resulting in the murder of over 800,000 people, mostly ethnic Tutsis and moderate Hutus, during a 100-day period.
