But there is no balance in this proposal. Seniors, middle class, vulnerable, working Americans are asked to pay the price of this agreement. And, indeed, not only are they asked to pay the price, but the best-off among us is asked to do the least. That's not the America of which we are all proud that has worked together, sacrificed together at times, to come together to make a joint contribution to the welfare of this country.

The Chairman of the Budget Committee has spoken of a choice between two futures.  He is correct in framing it this way.  The budget he proposes would end the Medicare guarantee, cut taxes for the wealthiest, and place our economic recovery at risk.

The alternative budget offered by the Republicans today and tomorrow is not balanced. It will not bring down our deficit in the foreseeable future and the cuts that it proposes simply shift from the middle class and poor burdens to them, and wealth to the wealthiest in America. That’s not a fair program. That’s not a balanced program. It’s not a program that we think will get us from where we need to be, where we are, to where we need to be.

Frankly, first of all, we need to observe that what the budget really does is set a number for expenditures and we did that some months ago. And we agreed on a figure after long and tough negotiations and, frankly, the Republican budget abandoned that agreement. It welched on the deal, if you will.

Two years ago, we passed a comprehensive health care reform package that is already lowering costs, expanding access, and contributing to deficit reduction.  The Affordable Care Act was a significant moment when Congress once again took bold action to constrain the growth in health care spending and make insurance more accessible and affordable for all Americans.  In the wealthiest country on the face of the Earth, we ought to make sure people can get insurance and have affordable, accessible health care.
