Mr. Speaker, the challenging times we live in force us to make difficult choices about our priorities. The reconciliation bill before us today is an example of choosing the wrong priorities.

First of all, federal employees have contributed $75 billion over the last two years towards helping us reduce the deficit – $75 billion. No other working American has been asked to do that. You treat federal employees in this House as second-class working people. That's wrong. This is a 5% tax increase on federal employees. Nobody else. Nobody else do we ask. The richest people in America, we don't ask them to help solve this deficit problem.

“Thank you, Mr. Speaker. I thank my friend for yielding. I have known Mr. Berman for almost half a century. He has been an extraordinary leader, as a young person, as Chairman of this committee, as Ranking Member on this committee. And I want to thank him for his leadership on this issue. He has been instrumental. I want to thank my dear friend in whose district I used to live so many years ago, Ileana Ros-Lehtinen, the Chairman of the Foreign Affairs Committee, thank her for her leadership and her commitment. She's been a stalwart.

I’m pleased to be here today. We are here as the result of some work by some extraordinary staff people, and I want to start by mentioning them. First of all I want to congratulate and thank Mr. Miller and his staff. I want to thank the staff of the Banking Committee. Mr. John Hughes of my staff, formerly of the Banking Committee, and the Financial Services Committee has worked tirelessly with an extraordinary policy director, Neal Bradley, who works for Mr. Cantor. We have worked on this matter in a bipartisan fashion.

Over two decades ago the first President Bush signed into law the bipartisan and historic Americans with Disabilities Act. I was proud to sponsor that legislation and have worked over the last 20 years to make sure that it was effective and strengthened.
