Mr. Speaker, some of the most pressing legislative items were nowhere to be found on the Floor this week. We had an opportunity to make headway on critical legislation. Unfortunately, the leadership provided no action. Not solutions, not action, only obstruction and delay.

The Republican Leader and I may debate vigorously on many issues, but one area where we strongly agree is on making Congress more transparent and accessible. Recently, Congress took steps to open up the Capitol building, this Visitor’s Center, so citizens can meet with their Representatives and see the home of their legislature. In the same way, Congress is now taking steps to update how it connects with the American people online.

I rise in opposition to this rules package, not for small reasons, but because it authorizes trillions of dollars of new debt, without paying for it. There are two ways to create debt: you can buy things and not pay for it, or you can simply cut revenues and make yourself unable to pay for things. If you don’t cut spending or maintain revenues consistent with your spending, then you will inevitably create new debt.

Mr. Speaker, it is with profound sadness that I rise this morning to note the passing of our colleague and friend, Congresswoman Juanita Millender-McDonald - a dedicated public servant who worked tirelessly on behalf of her constituents in California's 37th Congressional District, and a devoted representative who cared deeply for those she served.
