H.R. 2989 - Transportation, Treasury, and Independent Agencies Appropriations Act for Fiscal Year 2004

The 2004 Transportation, Treasury Appropriations Bill has several shortcomings including inadequate funding for Amtrak and a failure to ensure that funding authorized for transportation enhancements (i.e., bike and hiking trails) would be used for those purposes.  However, the bill does include important language providing a 4.1 percent pay adjustment for federal employees in 2004.
