Ordering the Previous Question to deny the Polis Amendment on H.Res. 316, which provides on page 4, line 16, before the period insert the following: “except those arising under clause 10 of rule XXI” (the “cut-go” rule). The Rule waives all points of order against H.R. 1249. This includes a waiver of the “cut-go” rule (Clause 10 of rule XXI), which would be violated if the manager’s amendment were adopted. This is a clear violation of the House Rules, Republican floor protocols, and promises that were made by their GOP Leadership (230 – 184)
