MESSAGE FROM THE MAJORITY LEADER

Yesterday morning, House Democratic leaders unveiled the U.S. Troop Readiness, Veterans' Health and Iraq Accountability Act.  Last November, the American people voted for a new direction in Iraq, and this legislation does just that.   This bill provides our troops with the equipment they need, requires that Iraqis take responsibility for their own country, refocuses on the war on terror, and establishes a date for a responsible redeployment.

For four years, Republicans consistently wrote a blank check to President Bush for the war, no questions asked.  House Democrats are finally putting an end to this.  Our bill holds this Administration and the Iraqi government accountable to change course in Iraq.

This week, Democrats continued our efforts to preserve and protect our environment by passing three clean water bills.  On Wednesday we passed the Water Quality Investment Act, which will aid cities and states in preventing dangerous sewer overflows that pose public health hazards. On Thursday we passed the Healthy Communities Water Supply Act, which will increase the usable water supply by encouraging innovation in water reclamation, reuse, and conservation.  Today we passed the Water Quality Financing Act, which will provide loans for local communities to construct wastewater treatment facilities.  All three measures passed with broad, bipartisan support.

Next week, the House will once again focus on accountability and transparency with votes on several measures that will help increase Americans' trust in government.  This legislation will build on the rules that Democrats passed as our first order of business to restore fiscal responsibility and government accountability.

Sincerely yours,
Steny H. Hoyer
