WASHINGTON, DC - House Democratic Whip Steny H. Hoyer (MD) released the following statement in support of H.Res. 441, the National Defense Authorization Act, which passed the House today:

“The National Defense Authorization Act passed by the House this evening is an important piece of legislation that supports our troops and all those who work to defend and keep our nation secure, and I was proud to support it.

“For the first time in three years, this bill reduces the restrictions on transferring detainees held at Guantanamo Bay, who have been cleared for transfer, to foreign nations. This is a significant step, as Guantanamo Bay continues to be used as a recruiting tool for terrorist organizations. It is also an enormous waste of taxpayer dollars, demonstrated by the fact that hundreds of convicted terrorists – including Shoe Bomber Richard Reid and Times Square Bomber Faisal Shazhad – continue to be safely incarcerated in U.S. prisons at a fraction of the costs we pay to keep detainees at Guantanamo Bay.

“Additionally, this bill took a first step in addressing the crisis of sexual assault in the military. This is a serious issue that must be urgently addressed, and while I believe more could be done, this bill advances our effort.

“I want to thank Ranking Member Adam Smith for his hard work in reaching a bipartisan agreement to move this bill forward, and I hope the Senate passes it quickly.”
