Suspension (1 Bill)
  1. Senate Amendment to H.R. 674 - To amend the Internal Revenue Code of 1986 to repeal the imposition of 3 percent withholding on certain payments made to vendors by government entities, to modify the calculation of modified adjusted gross income for purposes of determining eligibility for certain healthcare-related programs(Rep. Herger - Ways and Means) This includes the Senate-added amendment which has a number of provisions relating to promoting the hiring of veterans, including providing tax credits for companies that hire unemployed veterans.

H.R. 822 - National Right-to-Carry Reciprocity Act of 2011 (Rep. Stearns - Judiciary) This bill requires states that permit the carrying of concealed handguns to recognize conceal-and-carry permits from other states.

H.R. 822 also provides that states would be required to allow non-residents to transport and carry concealed weapons within their borders as long as the individual carries a valid, government-issued photo identification and a concealed-carry permit from their home state, and the individual is not otherwise prohibited by federal law from doing so.

H.R. 822 is not a jobs bill and continues the pattern of the Republicans putting legislation on the Floor that will not help the economy.

The Rule for H.R. 822, which was adopted yesterday, makes in order the following amendments:

Rep. Woodall Amendment. Would allow states that already have reciprocal agreements in place for the concealed carry of firearms to continue enforcing those preexisting agreements
Rep. McCarthy (NY) Amendment. Would specify that the legislation can only go into effect in states that have passed legislation enacting the bill
Rep. Hastings (FL) Amendment. Would exempt the states that do not require individuals to apply for and complete a carry permit application from issuing a carry permit on the basis of state reciprocity
Rep. Jackson-Lee Amendment #1. Would require a state to create a comprehensive database that would contain all permits and licenses issued by the State for carrying a concealed weapon and would make this comprehensive database available to law enforcement officers from all states 24 hours a day
Rep. Conyers Amendment. Would preserve state laws with respect to eligibility for concealed-carry permits
Rep. Johnson (GA) Amendment. Would require the possession or carrying of a concealed handgun in a state to be subject to that state’s law regarding concealed carry in regards to firearm safety training that includes live-fire exercise
Rep. Cohen Amendment. Would prohibit people under the age of 21 with a concealed-carry permit from using that permit in states that require you to be at least 21
Rep. Jackson-Lee Amendment #2. Would require a person provide at least 24 hours notice to a law enforcement officer of the State of the intention to possess or carry a concealed handgun in the State
Rep. Cicilline Amendment. Would limit the bill from taking effect in a state until the State Attorney General, head of the State police, and the Secretary of State have jointly certified that the other state’s carry laws are substantially similar to its own licensing or permitting requirements
Rep. Reichert Amendment. Would require a GAO study on the ability of state and local law enforcement authorities to verify the validity of out-of-state concealed firearms permits

The House is expected to begin consideration H.J.Res. 2 - Proposing a balanced budget amendment to the Constitution of the United States (Rep. Goodlatte -Judiciary) (Subject to a Rule). The House is also expected to consider the Conference Report on H.R. 2112 - the Consolidated and Further Continuing Appropriations Act, 2012 (Rep. Rogers -Appropriations) (Subject to a Rule)
