H.R. 2018 – Clean Water Cooperative Federalism Act of 2011 (Rep. Mica - Transportation and Infrastructure) (One hour of general debate) This bill amends existing water pollution laws to prohibit the EPA from issuing a new or revised water quality standard, unless the state agrees that action is necessary. H.R. 2018 prevents the EPA from taking action to revise outdated state water quality standards and would hinder their ability to protect certain bodies of water.
The Rule provides for 10 amendments which are debatable for 10 minutes each, equally divided between the offeror and an opponent. The amendments are listed below:
Carnahan Amendment. Clarifies that the bill does not limit EPA’s ability to regulate waters to reduce flooding risks in areas that have received Presidential Disaster Declarations due to flooding
