H.Res. 570 – Rule providing for consideration of H.R. 2842 - Bureau of Reclamation Small Conduit Hydropower Development Act of 2011 (One Hour of debate). The Rules Committee has recommended a modified open Rule that provides for one hour of general debate equally divided and controlled by the chair and ranking member of the Committee on Natural Resources. The Rule allows any amendment submitted and printed in the Congressional Record, at least one day prior to the day of consideration on the Floor. It allows pro forma amendments and waives all points of order against the legislation. The Rule also provides one motion to recommit, with or without instructions.
Begin Consideration of H.R. 2842 - Bureau of Reclamation Small Conduit Hydropower Development Act of 2011 (Rep. Tipton - Natural Resources) (One hour of debate) The bill clarifies the Bureau of Reclamation's role in permitting hydropower projects on federal canals and water pipelines. The bill would also exempt small-scale hydropower projects on federal canals and pipelines from federal environmental review requirements, and creates a process for contracting the operations of such facilities to private or local entities. Under current law, the construction of hydropower conduits is subject to federal environmental review processes under the National Environmental Policy Act (NEPA).
Despite Republican’s claims, the bill is not a comprehensive jobs plan and will do nothing to put Americans back to work or grow our economy.
There were 3 amendments submitted and printed in the Congressional Record.
Suspension Bill (1 bill):
- H.R. 4105 - To apply the countervailing duty provisions of the Tariff Act of 1930 to nonmarket economy countries (Rep. Camp - Ways and Means)

“But the House transportation bill remains mired in intraparty squabbling and the GOP Conference is set to meet and discuss the subject on Wednesday. Boehner was forced to separate the transportation and energy components of the broad package two weeks ago, yet even that move did not jump-start consideration of either piece.”
