H.Res. 174 - Rule providing for consideration of H.R. 1076 – To prohibit Federal funding of National Public Radio and the use of Federal funds to acquire radio content(One Hour of Debate) The Rules Committee has recommended another closed Rule for H.R. 1076. The closed Rule provides one hour of debate, equally divided between the Chair and Ranking Member of the Energy and Commerce committee. It allows one motion to recommit, with instructions. The Rules Committee rejected multiple amendments offered by Democrats and Republicans, including an amendment from Mr. McGovern, which would have required GAO to perform a study of all expenditures of federal funds from federal agencies for advertising on television or radio. The Rules committee also did not make in order an amendment offered by Mr. McGovern, which would have prohibited funds from any federal agency from being used to advertise on the Fox News Channel. Chairman Dreier discouraged Democrats and Republicans from offering amendments and the Rule was reported out of committee with bipartisan opposition. Members are urged to VOTE NO on the Rule
H.R. 1076 – To prohibit Federal funding of National Public Radio and the use of Federal funds to acquire radio content (Rep. Lamborn – Energy and Commerce) (One Hour of General Debate) H.R. 1076 would prohibit the use of federal funds for paying dues to NPR or for acquiring content from NPR for a public radio station. H.R. 1076 would also change the funding formula for the Corporation for Public Broadcasting to adhere to this act’s prohibition on federal funding to NPR. It does clarify in the formula, however, that federal funds can go directly to local public radio stations. H.R. 1076 is estimated to save $0 dollars of taxpayer funds.

“I don’t believe that the cuts to domestic discretionary [spending] have much to do with deficit reduction.”
- Former Sen. Pete Domenici (R-NM)
[I]f we’re lucky enough to be in the Majority, and I’m lucky enough to be the Speaker, I will not bring a bill to the floor that hasn’t been posted online for at least 72 hours. … With all the technology that is available today, they have all of this online. So let’s bring more transparency and accountability to how Congress works...”
- John Boehner on Fox News, July 23, 2010
