House Majority Leader Steny Hoyer says voters in Massachusetts sent the message that “our country is not working right,” and Congress needs to “turn [its] frustration into something productive.”

He also said Democrats and perhaps all incumbents may experience “political pain” because of the economy.

“This is the worst of times that they have seen,” Hoyer said in a Tuesday morning speech at the National Press Club in Washington. “They are expecting us to bring them better times and hopefully the best of times.”

House Majority Leader Steny Hoyer (D-Md.) is probably the best politician in Congress. While Speaker Nancy Pelosi (D-Calif.) deserves high praise for holding her party together on some very difficult issues, it was Hoyer who helped seal the final legislative deals that spelled the margins of victory. He is well-attuned to the political wants and needs of his moderate and conservative Members, and they in turn trust and respect his leadership skills.

The House will probably adjourn for the Memorial Day recess Thursday without having resolved differences with the Senate on the war funding bill, House Majority Leader Steny Hoyer (D-Md.) said in an interview.

Hoyer also said he expects that climate legislation will still come to the floor next month despite disagreement over when to take it up among Democratic committee chairmen.

Speaker Nancy Pelosi (Calif.) is the most partisan Democrat in the House, while her deputy, Majority Leader Steny Hoyer (D-Md.), is one of the most bipartisan lawmakers in the lower chamber, according to a survey conducted by The Hill.

The two Democratic leaders have established a good-cop-bad-cop modus operandi, which may be a key to their effectiveness since taking control in 2007.
